Star Charter School officials on Wednesday submitted their third unsuccessful petition asking the Savannah-Chatham Public School Board for funds to start an all-male charter elementary school. But this time they were prepared to move forward with or without local school board approval. Star Charter organizer Gertrude Robinson, a retired Savannah-Chatham principal, said she has already submitted her charter school petition to the State Charter Commission.
